Dell Xps 1640 Laptop

Can I install DirectX 11 on Direct X 10.1 support GPU because I'm having some problems.?

I have Studio Dell XPS 1640 with ATI Radeon HD 4670 1 GB i hv installed his driver also only the Dell drivers and Direct X 11 is also installed on my laptop. the problem that is happening is that sometimes during games, as prototype and Call of Duty 4, i get high performance at high settings and after playing for an hour or so, the performance is low is because of Direct X 11 or driver. I installed the ATI Radeon HD 4600 device driver. Reply pls
