Blu ray clarification rom laptop?

Im thinking of buying a dell xps studio 16 laptop which means "fixed" Slot Load Fixed Blu-ray BD-ROM / DVD + /-RW Combo Drive mean? Can I burn blu ray discs with this or just watch?
