How do I restart the computer Dell XPS 400 Desktop?

Can anyone help me and tell me how to properly restart my computer Dell XPS 400 Desktop from scratch as if you were back out of the box. There's so many popups and viruses that I've tried everything and still does not work. I have a laptop that all I have to do is turn it off and as his eyes all I have to do is press F11. So how do I do it for my Dell XPS 400 Desktop?
