Dell XPS 700 motherboard shot?

Fan comes on and stays on and the fan starts and stops other power button remains a stable and amber, both as I can tell there are no diagnostic lights lit. It is an initiative my motherboard? I just play the darned thing out the window?

Can be a bad power supply. Replace the power supply first and see if that does not solve the problem. Sounds like a bad power supply for me.
