Can I adjust the fan speed my laptop?

I have a Dell XPS M1130 and the fan is always on, no matter what. Its really loud, so I hesitate to take it in the classroom. There is a free program or something to adjust it or make it quieter? and well what effect my laptop … making it to fire at all? yea i have shot with an air blower and its still blowing high. your voice, even at startup. and I have very open and running, either, just a security program not what I hung up I do not use.

This could cause the laptop to overheat if you found a way to do it. (depends on the fan option BIOS) are more sensitive to temperature and speed up only when necessary. Have you tried to merge it with a shot of compressed air? may not be cooled appropriate.
