I think my bios has been corrupted. You can not start my pc with a cd. I want to reinstall Windows.

Please review my questions older this has been a problem months in the making. I'm really hoping I do not have to buy a new hard drive. My cd drive was working perfect before I had a lot of problems that include. Virus HOSTS file tampering not being able to get the login screen of the past not be able to load a CD at startup I know how to load a CD in the boot, I open the boot menu and select cd, however these actions is followed by this message "boot device selected not available, stike F1 to retry boot, F2 for Setup Utility "The cd drive was working perfect before the pc started having problems. I am all, but positive, that the drive is fine, and it is a virus boot up tampering with it. Can I flash my BIOS? Can I use a different boot disk, or a CD or USB flash drive? I also can not start in safe mode it gives me BSOD Starting normally will not allow me to get the screen login month. I have a Dell XPS Gen 3. Please help! Thank you.
