Hard Drive Error: Unmountable boot volume?

My 2 yr old Dell XPS appears with the blue screen of "UNMOUNTABLE_BOOT_VOLUME" error. I tried to use the repair on the installation disc of XP, it says can not find the hard drive. The Dell Diagnostics says a code return "7". Dell says that the HD is shot. Windows Help says it could be a master boot record damaged. The boot record can be repaired? I just want to make sure before I throw this HD and all my data. A repair shop can get it going, if I take it out of the computer and let it with them? Again, when I try to use the installation CD for XP and try to repair it says can not find the hard drive …. please do not recommend it.

Best guess is the HD died, but I did once see a power supply does not cause the same kind of things. Low voltage causes some funny parts act take it and leave them in the database it> that way you can be sure
