When my computer shuts down incorrectly a yellow light flashing on and off the comp and will not?

Thus, the light flashes on and off and computer will not start unless I disconnect the power cord and monitor cable. After about 20 minutes I turn them back and its fixed. As I said this usually happens when the comp was shut down incorrectly. My power goes out a lot so I'm not doing it on purpose. However last night I made sure he shut down correctly and he would not come this morning. So, does anyone know what the problem might be. I appreciate any ones opinion but I would like to receive responses from people who can know for sure what it is, before spending some money getting the check-out. Btw its a Dell XPS, about 2-3 years old.

The Sounds as sleep / hibernate / standby, not a full power off. Normally, you should be able to get out of it, moving the mouse or press a key on the keyboard. If this is not running, keep the button-down for 5-10 seconds and must start a full power down. Check the power settings in Windows and remove anything which puts the computer into Sleep / Standby / hibernate when you are away. You can turn the monitor off manually to save power.
