Can my PROMAGIX Velocity Micro A11 Gaming Desktop PC supply and fit a video card 9800 GTX, with a 400wt power?

Ok im looking to upgrade my video card from the stock 8600 GT in my PROMAGIX Velocity Micro A11 Gaming Desktop PC (http://www.circuitcity.com/ssm/Velocity-Micro-PROMAGIX-A11-Gaming-Desktop-PC-PROMAGIXA11/sem / rpsm/oid/202880/catOid/- 12962/rpem/ccd/productDetail.do) for a 9800 GTX (http://www.newegg.com/Product/Product.aspx?Item=N82E16814127340&nm_mc=OTC-yah00TT&cm_mmc=OTC-yah00TT-_-Video+Cards-_ -MSI-_-14127340) But I am sure if my computer with a small tower can hold the card 11 inches and if the stock 400watt power supply will be sufficient to supply all things. If you can answer my question, I sure would appreciate it, thanks. I gave links to each product to specifications.

The 9800 works out to 108W (9 amps) but especially on the 12 V rail. His connection to the PC does not work so I think your processor / VRM circuit draws 70-95W (~ 6 to 8 amps) is also on track V 12. If your 400W PSU has at least 26 amps on the +12 V rail, which could feed a 9800 GTX setup. The 9800 also requires two power connectors 6-pin PCIe.
